Bent Elbow Deacon's Stole

If I want to make a stole that is 28 inches long from shoulder to waist and 28 inches long from waist to bottom I know that my pattern should measure 28" along the outside edge + my seam allowance. What should the length of the inside be to make the appropriate slant for the bent elbow and neck curve? I hope you can help. I am stumped. Thanks so much. Pam
